RPM values are taken in a loaded situation.Cruising in high gear will simulate the necessary load.
Tire Rollout can be determand by taking a piece of chalk and marking the bottom of your rear tire and the ground, then roll the tire until the mark is once again at the bottom. Mark the ground again and with a tape measure, measure the distance between the marks.
